So, my hair is known for being semi-long. My hair line goes back to my sideburns at the side. Haircuts are not easy to decide on because of this. So I am considering going to 1/4 inch. The Brad Pitt style you see on google images of his really short hair. The major problem is HOW DO I KNOW IF I HAVE A BUMPY HEAD??? also will it grow back? Not as major of a problem seeing how I made my peace due to my bald dad, grandfather, and 2 brothers. (doomed)

Literally feel your head. Use your finger tips, your palms, grasp your head and run it all over your head. You should be able to feel lumps.

take a quarter and roll it on your head, if it skips, you have a bumpy head

You are woring for nothing. With a 1/4 inch hair cut bumps won't show up unless you have a 1/2 inch bump somewhere which would be very surprising. And for sure it will grow back.
